Hey, I'm Hitman and these are my suggestions.
These will be updated daily.
The ones with question marks are ones I'm not too sure about.
Forums:
~ Add Announcements section.
~ Add some more sections around the forums.
~ Maybe remove the Xat Chatbox from the forums and put into Portal?
~ Add Global Moderators and Forum Administrators/Moderators(Not an important one).
~ Make Graphics Designers a cyan/light blue colour to show the significance.
Server:
~ Make the clients 100%.
~ Make a webclient?
~ Make uptime 24/7 (apart from updates etc..)
